Sissybar Steel

What material ( type of steel ) should I use to build a sissybar. The idea I am kicking around is a sissy bar that will fold forward when the bitch-pad is removed and the sissy bar transforms into a solo rack behind the drivers solo seat. The bike is a Valkyrie Interstate which I am turning it into a solo rider. The sissy bar will bolt onto the 4 fender rail bolts and pivot at the rear of the rack with a locking system up and down.
